Bart was born in Cullercoats. He served part of an apprenticeship at Swan Hunters shipyard as a Shipwright. He broke his indentures to join the Royal Navy in 1941. He was demobbed in 1946 and joined the merchant navy. He came ashore and worked until he retired in 1982.
Bart was interviewed by Carl Greenwood on 1 March 2006. The interview took place at Cullercoats Community Centre and lasted 30 minutes and 24 seconds.

When the guns went, the maroons, everybody used to go lashing there because at that time, the boat was pulled down with ropes. The lifeboat was pulled out of the shed with, with the two ropes, one at either side, like, and two ropes at the back to stop it running away. And you, everybody that could get hold of the rope and pull used to go down there, but thatís as far as I was involved, like. The crews- my father was in the crew in the pulling boat, and all the family was, senior members, were all in the crew, like.
